No, since version 5.13, it does not. It may require administrative permissions only when you install it.

Your computer's WMI subsystem is corrupted or not istalled properly. To repair WMI please see this link: http://windowsxp.mvps.org/repairwmi.htm. Please try all three steps described is the article.

Under Windows 2000/XP ensure that your network cable is plugged-in before activating a DCHP-enabled network profile. This is required because your computer performs a search for a DHCP-server to acquire a network address. Under Windows VISTA ensure that your cable is plugged-in when activating BOTH static-IP AND dhcp-profiles. If you are using the software with a wireless network - make sure that the desired network is in range before activating a profile.
